I think Richard Schaefer, who's promoting this fight for Mayweather, put it best:

Schaefer believes that Arum's position of leaving it up to the commission is him "moving the goal post."

"The pressure is on Pacquiao," he said. "They keep moving the goal post like they did with the $10 million weight penalty [if either fighter is over the contract maximum 147 pounds], which we agreed to. They didn't think we would accept that. When we did, they had to find something else to make into a problem. So now they're saying it's up to the commission instead of wanting to negotiate the drug testing with us. I don't want to hear that if the fight breaks up it was because of us. When they came to us with a $10 million weight penalty, they didn't expect us to say yes. They thought we'd say no. So when we said yes, they had to come up with something else. Now we're off USADA, and they are going to come and say only urine testing if that's what the commission says. It's really frustrating.

"We are making compromises. It's a two-way street. If they back off again, I will shut off my phone and spend the rest of the Christmas and New Year's time with my family, and good luck to all of these fools."

While Arum is making plans for an alternative fight for Pacquiao against former junior welterweight titlist Paulie Malignaggi -- who has also accused Pacquiao of using PEDs -- if the Mayweather fight falls apart, Schaefer said he hasn't discussed an alternative with Mayweather.

"We haven't discussed anybody else because the fight we want to bring to the fight fans is the one with Pacquiao," he said. "The focus is on getting Mayweather-Pacquiao done while Bob is making calls everywhere on the Malignaggi fight. That shows his focus is not on Mayweather.

"How ridiculous is that that Pacquiao would go and fight the guy who makes accusations that he uses performance-enhancing drugs instead of Mayweather [Jr.], who didn't make those accusations? Something is not right. I don't know how to explain it other than maybe Pacquiao doesn't want the Mayweather fight."

Even though Mayweather's team is trying everything possible to make this fight happen, it seems like Pacquiao's team won't allow it.

Mayweather has said that he's ok with backing off the USADA Olympic style drug testing terms as long as the NSAC performs the blood test. The NSAC only requires urine test. Both camps are negotiating on the cut-off date for the blood testing. Pacquiao had agreed to unlimited urine test and even 3 blood test but now Pacquiao's team has backtracked and said that they will NOT do the 3 blood test unless the NSAC asks them, which is unlikely.

Bob Arum, Pacquiao's promoter, seems to be the cause of all of this. He's not willing to negotiate on anything and just wants to leave it up to NSAC. We all know how trustworthy the NSAC can be. If you don't know, just ask BJ.

Come on man. Pacquaio was all about it until this whole drug testing ordeal. I just find it odd how they try to bring down Pacquiao's name any way they can. Let's be real, Manny has never ducked Mayweather.

The only reason he would move on from this fight is simply on principle. He may not make nearly as much money on a fight with Malignaggi; but to some, principle is more important.

Besides, whether it happens or not, Manny already decided to move on before they even decided to retract the blood testing through the USADA. He has even talked about suing Mayweather for defamation as well.

This is all Mayweather BS...Pacman said he'd do blood tests up to 30 days out and right after the fight. Maybe Pacman's camp should request a gender test cuz Floyd and his camp are acting like p$ssy's. Pacman doesn't dodge fights and this won't tarnish his rep...move on and fight Paul if Floyd's team doesn't straighten up.

maybe on this board public opinion is against mayweather... its just a blood test... man up... i dont see a problem with it... the blood tests would be done to both so no one gains an advantage... you dont think asking 10 million dollars for a pound over is more ridiculous than asking for a drug test?

There must be limitations on the blood testings for Pacman's camp. Filipino's are superstitious people, Manny believes that taking blood too close to the fight will "weaken" him. If Golden Boy Prod. wants random testing, there must be limits. After 50 fights, why would Mayweather want to change the Professional boxing rules? Manny's god-given gifts will dominate the weaker Mayweather.

No Pacquiao put it best! As posted on his website in regard to the accusations,

then accept the damn drug tests... i dont care if you are superstitious that it weakens you... if you are that superstitious then you would think it weakens your opponent too, youre not the only one getting this test...

im sure if BJ called for a blood test on GSP before they fight and he declined everyone would be complaining that GSP is declining because he doesnt want to get caught. And BJ should ask for random blood tests. I'm all for exposing GSP for what he is.

You do realize the extent of what they're asking right? It's not just a single bloodtest. It's a bunch of blood tests (plural) leading all the way up to the fight. Forget superstition. It IS possible a bloodtest can weaken you. So why can't multiple bloodtests weaken you? You may say that it wouldnt affect someone like you. But you have also never been in a fight close to this caliber.

Manny did agree to take bloodtests all the way up to one month before the fight as well as right after the fight. I believe that should suffice.

Besides, why should they let the Mayweather camp dictate something like that?

WILL!!!! Get off of pacmans cock. Seriously. Pacman is a great fighter but you even have to admit that this is crap on pacs part. You guys all cried about May wanting the drug test cuz he wuz scared. Well now he said forget it if its going to jeopordize this fight. May is doing wut he has to do to make this fight happen. Im not saying pac is scared cuz I think he (like mayweather) is too proud to be scared. However, i do believe that Arum does not believe that his fighter can win unless all the advantages are for pacman. Point being be straight up bout shit and stop sucking pacmans little thing!

What extent?? It's just 3 blood test from the time the fight is announced to the day of the fight. Pacquiao had already agreed to the 3 blood test but just doesn't want to get tested 30days prior to the fight. They believe 30 days from the fight is just too much time apart from testing. If Mayweather is willing to do it, why isn't Pacquiao? Because he's superstitious? There's too much money on the line to let something like that dictate this.

Mayweather's team isn't trying to control anything or push Pacquiao around. That's just an excuse to get out of this. Just like the superstition crap and him getting weak. Mayweather is just trying to make this fight as fair as possible. NOT JUST FOR HIM, BUT FOR BOTH OF THEM.
